Is a functional exercise!
Equivalent of functional strength is the ability to perform 6 heel lifts on one foot, supporting all body weight. If client can do this, than this is already good function.
Stretch: Wall Stretch
Keeping hips square to wall, back in alignment.
Do both soleus and gastrocnemius stretches.
